Yes, a U.S. citizen who qualifies financially can file a Form I-864 Affidavit of Support on behalf of a friend applying for adjustment of status (a green card). The U.S. citizen friend would be what is known as a "co-sponsor." A co-sponsor need not be the green card applicant's family member or relative.
Please note that the petitioner would also need to file an I-864 on behalf of the green card applicant. This requirement would be necessary regardless of the petitioner's income or lack of income.
